Welcome to members of APBT & SSPBT - Espinosa-Pieb welcomed PBT members and guests. The chairs of SSPBT and APBT introduced themselves.
Approval of Notes of September 29, 2020 were postponed until next meeting.
Tim Shively raised a question regarding a voting seat for FA and Karen Chow replied that Academic Senate hadn’t designated one in the past and it had not been brought up or requested. In a previous IPBT meeting it was noted that all faculty are FA members but not all Classified Senate members belong to the same bargaining unit (they represent 5 different units). Espinosa-Pieb advised that this type of request should come through as an official agenda item from the Academic or Classified Senates after there has been discussion and agreement by those bodies to make this request of IPBT.
DASB Report – There was no DASB report.
Budget Accounts – Due to many questions raised during previous meetings regarding funds that IPBT allocates, the District All Funds Chart was presented along definitions of the funds within the All Funds.
IPBT allocates from Lottery Enhancement, Instructional Equipment, Strong Workforce, and Perkins funds with Strong Workforce being the largest. Strong Workforce and Perkins funds are for CTE programs only. All these accounts are supporting multiple programs throughout the college. The chart aims to identify for a given request which funds may be used. The members expressed that the list is very confusing. For instance, the deference between equipment and supplies was unclear and the list of requests is incomplete.
Espinosa-Pieb offered/suggested the possibility of a weekly open hour for any members of IPBT or any PBTs members to help them navigate through the account and better understand the definition and purposes of them.
Budget Presentation: Grey presented “Joint PBT Budget Presentation” reminding the group that our new target is down to $9M as a District with De Anza’s share being 50% or $4.5M. The College needs to identify one-time funds to reach this target. Grey’s presentation illustrated that De Anza College does have $4.5 million in the General Fund to cover this projected deficit should the deficit become a reality. A scenario was given showing the Funds and amounts that could be used. This completes the ask for November 1st. Concerns about exact funds to be used were expressed. Now that the College has shown the ability to meet $4.5 million dollar deficit, discussion about exactly which funds to use can be ongoing until actual cuts are deemed necessary.
