    RAPP Meeting Minutes 

    Hybrid Mtg. 10 a.m.-11:20 a.m. 

    Tuesday May 12, 2026 

    Summary

    The meeting began with a review of the meeting minutes, followed by a review of the charges and norms. Tri-chair Lisa Ly shared the Annual Governance Assessment survey. Lisa stated that RAPP members should individually answer the survey questions, which would then be used to create one cohesive RAPP response. The last day to collect input is June 16, 2026.

    Annual Governance Assessment 

    The Annual Governance Assessment is a reflective survey completed collectively by RAPP members each year. Results are published publicly on De Anza College's planning page to ensure institutional transparency. The survey is multifaceted and aims to evaluate RAPP's work regarding the college's mission, values, strategic initiatives, core competencies, and equity commitments. The document also identifies which RAPP governance processes and practices are working well and where improvements are needed for the coming year. Additionally, it evaluates the effectiveness of communication and identifies gaps. Overall, the survey serves as an annual accountability and continuous improvement tool.

    Faculty Prioritization Committee (FPC)

    RAPP continued its discussion of the proposed FPC. This was a second read, at which a formal vote was taken. A committee member raised questions about the faculty composition within this subcommittee. The tri-chairs stated the recommended composition was structured to include broad campuswide faculty representation. RAPP committee member Felisa Vilaubi suggested adding an embedded counselor in lieu of, or in addition to, a general counselor. Vilaubi also expressed concern about the lack of FA representation and read aloud a letter from FA President Tim Shively in support of adding an FA representative. Shively suggested that FA representation was needed to ensure that contractual guidelines and policies were adhered to, and he noted that past issues needed to be addressed as a way to move forward. Faculty members within RAPP recommended that the composition of this subcommittee include an FA representative.

    Faculty Tri-chair Avila suggested the committee revise the proposed timeline to reflect a more generous framework. Tri-chair Subramaniam proposed designating the timeline as "tentative" to allow for flexibility.

    Of the 16 members present at the time of the vote, 13 voted in favor and 3 abstained. The FPC was approved.

    Program Sustainability Committee (PSC)

    The PSC was distributed to RAPP committee members for review prior to the meeting. RAPP will continue its discussion of the PSC, and a first read will take place on May 19.
